The Manager shall:
A. 
Be the chief administrative official of the City.
B. 
Execute all laws and ordinances of the City.
C. 
Appoint and have power to remove the Deputy Manager if one be authorized by the Council, all department heads and all other officers, subordinates and assistants for whose selection or removal no other method is provided for in the Charter Law, except that he may authorize the head of a department to appoint and remove subordinates in such department, supervise and control his appointees, and report all appointments or removals at the next meeting thereafter of the Council.
D. 
Negotiate contracts for the City, subject to the approval of the Council, make recommendations concerning the nature and location of municipal improvements, and execute municipal improvements as determined by the Council.
E. 
See that all terms and conditions imposed in favor of the City or its inhabitants in any statute, public utility franchise or other contract are faithfully kept and performed and, upon knowledge of any violation, call the same to the attention of the Council.
F. 
Attend all meetings of the Council with the right to take part in the discussions, but without the right to vote.
G. 
Recommend to the Council for adoption such measures as he may deem necessary or expedient, keep the Council advised of the financial condition of the City, make reports to the Council as requested by it or as otherwise herein provided, and at least once a year to make an annual report of his work for the benefit of the Council and the public. A calendar shall be set outlining a timeline for reports prior to evaluation.
H. 
Investigate at any time the affairs of any officer or department of the City which is under his jurisdiction.
I. 
Perform such other duties as may be required of the Manager by resolution or ordinance of the Council.
J. 
The Manager shall be responsible to the Council for carrying out all policies established by it and for the proper administration of all affairs of the City within the jurisdiction of the Council.
K. 
Serve (or appoint a City employee to serve) as an ex officio member of the various boards, commissions and authorities created by the City. A list of employees and board members who serve on each respective board shall be furnished annually to Council.
L. 
The City budget shall be prepared by the Manager. Not later than the month of October of each year, the Manager shall require all department heads to submit requests for appropriations for the ensuing budget year.
M. 
At the last stated meeting in November, the Manager shall submit to Council his recommended budget in the form of an ordinance, together with such explanatory comments or statement as he may deem desirable.
N. 
Prepare and present to the Council a monthly financial report of City revenues and expenditures for each department or office. The report shall include amounts budgeted, current monthly expenditures, year-to-date and encumbered, and the remaining balances. The City shall strive to continue to make these reports as transparent and clear as possible as time evolves.
O. 
The Manager shall be responsible for human resources and related matters.
P. 
Develop and maintain a policy and procedures manual for the staff and operation for the City government.
Q. 
Any disagreements between departments and/or bureaus will be settled by the Manager on an as-needed basis.
