There is hereby established, appointed and constituted a civil service board, which shall consist of three citizens of the City of Oil City, one of whom shall be an educator in said City and one a practicing physician in said City.

Said Board shall be appointed by the City Manager with the advice and consent of Council and shall serve for four years or until their successors are duly elected and qualified.
At the first election, the Council shall elect one person to serve on said Board for two years, one person to serve for three years and one person to serve for four years. Upon the expiration of the term of any member of said Board, one person shall be elected by the City Council to serve on said Board for the term of four years.
If any vacancies occur in said Board, they shall be filled by the City Council for the unexpired term.
The Civil Service Board hereby created shall constitute the Civil Service Board of the City of Oil City for the purpose of providing for and regulating examinations, the matter of appointment and the manner and power of removal of employees of the Fire Department, Police Department and Engineering Department of the City of Oil City.
The duties of said Board shall be such as are prescribed by the Acts of Assembly of the Commonwealth of Pennsylvania authorizing and requiring the establishment of civil service boards in cities of the third class of the Commonwealth.[1]
