For the purpose of this chapter, the following words shall be construed as follows:
SKATEBOARD
A narrow board mounted on roller-skate wheels or the like and propelled by muscular power or by coasting.
THOROUGHFARE
The entire width between the boundary lines of every way publicly maintained when any part thereof is open to the use of the public for purposes of vehicular traffic.
It shall be unlawful for any person to operate, ride or coast upon any skateboard:
A. 
On a public street or sidewalk in an area zoned as C-1 (General Commercial District) or C-2 (Central Business District) as designated in Chapter 310 of the Code of the City of Oil City, generally known as the "City of Oil City Zoning Ordinance."
B. 
In a reckless manner, i.e., in a manner that disobeys common signs regulating vehicular traffic or in a manner that is considered careless and dangerous to the operator of the skateboard and/or the general public (vehicular and pedestrian).
C. 
During hours of darkness, defined as between 1/2 hour after sunset and 1/2 hour before sunrise.
Any person violating the provisions of this chapter shall have his/her skateboard confiscated and impounded for not more than 15 days. Any person violating the provisions of this chapter for the third time within the space of a year shall have the skateboard permanently confiscated.
