Four members, to be appointed by the Council of the City of Oil City,
should be from citizens that may reside outside the City limits of
the City of Oil City, upon the recommendation by the Arts and Culture
Commission.
All other members shall be appointed by the City Council of the City
of Oil City from the citizens at large of the City of Oil City upon
the recommendation of the Arts and Culture Commission. If possible,
one member should be from the Oil City School District and one from
the Venango Campus of Clarion University of Pennsylvania.
In
order to effect the reorganization of the Commission in accordance
with the provisions of this section but not to interfere with the
present membership and the operations of the present Oil City Arts
Council, all members and officers of the present Oil City Arts Council
shall be considered newly elected members of the Arts and Culture
Commission and newly elected officers. All future appointments to
the Commission and future officer elections shall be in accordance
as hereinabove provided.
Forthwith
upon enactment of this section, the Council of the City of Oil City
shall appoint the members from its body to act as members of the Arts
and Culture Commission and shall appoint all present members of the
Oil City Arts Council to the Arts and Culture Commission. The current
members will serve for three-, four- and five-year terms. At the first
meeting of the Commission, terms will be established, with seven members
serving three years, seven members serving four years, and seven members
serving five years. Appointments after the initial establishment of
the Commission will be for five years. The remaining two members will
be council members that are appointed for one-year terms. On appointment
of the newly constituted membership of the Arts and Culture Commission,
the reorganization shall be into one Chairman, one Vice Chairman,
one Secretary and one Treasurer, and thereafter at its December meeting,
the Commission shall elect said officers. The Commission shall keep
a full and complete record of all of its proceedings and make an annual
report to the Council in a meeting in April of each year. It shall
also make such reports to the Council of the City of Oil City as may
be requested by the Council.
All employees engaged in the operation, coordination, production,
revitalization and relocation of arts, culture and artists located
in the City of Oil City shall be employees of the City of Oil City
and shall be subject to all administrative rules, regulations and
practices of the City.
In accordance with the Administrative Code of the City of Oil City,[1] the Manager, after consultation with the Arts and Culture
Commission, shall appoint and have the authority to remove any arts
and culture employee or employees.
The City shall appropriate annually from its revenues such sums as
it deems appropriate for the necessary operation and promotion of
the Arts and Culture Commission programs. The Arts and Culture Commission
shall submit its budget to the City Manager at his request each year.
Disbursements from the Arts and Culture Commission operations budget
shall be made by the City to cover expenses incurred and purchases
made in the operation of the arts and culture operations.
The Arts and Culture Commission shall maintain line items for expenses
and revenues in the City's budget and deposit therein all funds
donated, fees paid, grants funded and revenues derived from the operation
and the production of programming. Disbursements from the fund shall
be made in accordance with the fiscal policy of the City. Receipts
and expenditures of the Commission will be included in the City's
monthly financial reports.
All expenditures shall be made only in accordance with the purchasing
provisions of the Administrative Code of the City of Oil City.
The Arts and Culture Commission shall determine the operations
and programming and shall establish rules and regulations for the
operations and development of programming.
