A. 
On February 25, 2016, the Borough Council (the "Borough Council") of the Borough of Carteret (the "Borough"), following the recommendation of the Borough Planning Board (the "Planning Board"), adopted Resolution Number 16-43, designating the properties identified as Block 6805, Lots 1, 2, 3, 4, 5, 6, 7, 8, 22, 23, 24, 25, 26, 27, 28 and 29 on the tax map of the Borough (collectively, the "Locust-Roosevelt Redevelopment Area") as an "area in need of redevelopment" under the Local Redevelopment and Housing Law, N.J.S.A. 40A:12A-1 et seq. (the "Redevelopment Law"); and
B. 
On February 21, 2018, the Planning Board reviewed a proposed redevelopment plan for the Locust-Roosevelt Redevelopment Area, prepared by Beacon Planning and Consulting Services, LLC and dated February 2018 (the "Locust-Roosevelt Redevelopment Plan"); and
C. 
On February 21, 2018, the Planning Board found and concluded that the Locust-Roosevelt Redevelopment Plan is not inconsistent with the Borough's Master Plan or the Master Plans of Woodbridge, Rahway or Linden, the Middlesex County Master Plan or the State Development and Redevelopment Plan, and, on April 18, 2018, it adopted a resolution memorializing such findings and recommending adoption of the Locust-Roosevelt Redevelopment Plan; and
D. 
The Borough Council agrees with the findings of the Planning Board and finds that the Locust-Roosevelt Redevelopment Plan will serve the best interests of the Borough and now desires to adopt same.
A. 
The aforementioned recitals are incorporated herein as though fully set forth at length.
B. 
The Locust-Roosevelt Redevelopment Plan, a copy of which is on file with the Borough Clerk and which is incorporated herein by reference, is hereby approved and adopted.
C. 
The sections of the Zoning Map of the Borough that relate to the Locust-Roosevelt Redevelopment Area are hereby amended to incorporate the provisions of the Locust-Roosevelt Redevelopment Plan.
D. 
This section shall take effect in accordance with applicable law.
