The purpose and intent of this chapter is to preserve and protect
against light pollution and unnecessary sky glow while promoting sound
and responsible use of resources, discourage the waste of electricity
and improve or maintain nighttime safety, utility and security throughout
the residential communities within the City of Long Branch.
As used in this chapter, the following terms shall have the
meanings indicated:
RESIDENTIAL
Includes all residential zones and development, any mixture
of residential and commercial establishments, characterized by a few
pedestrians at night. This definition includes areas with single-family
houses, townhouses and/or small apartment buildings.
All outdoor lighting used for security purposes located in residential
areas herein defined shall be activated by motion-sensor devices.
Exterior light gloves, unshielded sources, upward pointed light
sources, mercury vapor lights, off-site lighting, laser source lights,
searchlights, are lights, and pulsed or flashing lights shall be prohibited.
Any person violating any provision of this chapter shall, upon conviction thereof, be subject to a penalty as provided in Chapter
1, General Provisions, Article
I, Section §
1-16 of this Code.
