The purpose of this chapter is to afford police power to administer the erection and maintenance of all types of signs for the welfare of the general public. In order to preserve the basically residential character of this community and to facilitate the improvements of its business and industrial areas in a safe and orderly manner, commercial advertising billboard signs shall not be permitted except as set forth in § 284-14, and all other signs which are not expressly validated elsewhere in this chapter shall not be permitted, and all such signs as well as all other signs which do not conform to the specific requirements and standards set forth in this chapter are specifically prohibited.
A. 
General. The following terms shall have the meanings indicated:
ADVERTISING STRUCTURE
Any rigid or semirigid material with or without a sign displayed thereon situated upon or attached to real property outdoors for the purpose of furnishing a background, base or support on which a sign may be posted or displayed.
COMMERCIAL ADVERTISING BILLBOARD SIGN
An advertising sign, structure or symbol erected and maintained by an individual or corporation engaged in the sale or rental of space thereon to a clientele of manufacturing service or commercial enterprises, upon which space there is displayed by means of painting, posting or other method advertising copy described in a wide variety of products or services which are not made, produced, assembled, stored or sold from the lot or premises upon which the advertisement is displayed.

SIGN
The outdoor display of any writing, printing, picture, painting, emblem, drawing or similar device intended to invite or draw the attention of the public to any goods, merchandise, property, business, services, entertainment, amusement or industrial activity or establishment.
B. 
Functional sign types. Functional sign types shall include the following:
DIRECTIONAL SIGN
A sign or device intended to direct or point toward a place or which gives verbal directions.
DIRECTORY OF OCCUPANTS SIGN
A sign or plate attached to the facade of a building listing the tenants or occupants thereof and their respective professions or business activities.
IDENTIFICATION SIGN
Any sign, symbol, trademark structure or similar device used to identify the occupant of any structure, the product made or the activity being pursued by an individual business, service, commercial or industrial activity which is displayed upon the lot or premises occupied by the person or entity for the purpose of apprising the public of the location of such enterprise and the type of activity in which it is engaged.

OFFICIAL SIGN
Any sign, symbol or device erected and maintained by the federal government, the State of New Jersey and the County of Monmouth of the City of Long Branch for the purpose of informing or guiding the public or for the protection and promotion of health, safety, convenience and general welfare.
TEMPORARY SIGN
Any sign displayed for a limited period of time for the purpose of advertising the construction of residential, business or industrial activities, or decorative displays for holidays or public information.
C. 
Physical sign types. The above functional sign types may be erected in the following physical forms or arrangements:
GROUND SIGN
A self-supporting sign connected to the ground and independent of any structure of any other than an advertising structure, including pylon, pedestal or individual post-type supports.
ILLUMINATED SIGNS
Any sign which has characters, letters, figures, designs or outlines illuminated by electric lights or luminous tubes as a part of the sign proper.
PROJECTING SIGNS
A sign attached at right angles to the building wall which neither extends more than 60 inches from the wall nor projects nearer the curbline than two feet nor projects nearer the sidewalk surface than eight feet nor projects above the roofline or storefront facade line nor extends beyond the ends of the facade or building.
WALL SIGN
A flat sign attached to a building wall which extends not more than 12 inches from the face of the wall and is not extended above the top or beyond the ends of the facade.
