WHEREAS, the Board of Commissioners (the governing body) of the Town of West New York, in the County of Hudson, deems it necessary for the efficient conduct of the affairs of the Town of West New York, in the County of Hudson, that it shall have a Purchasing Agent, and
WHEREAS, the Board of Commissioners (the governing body) of the Town of West New York deems the creation of the position of Purchasing Agent beneficial to the public welfare;
Now therefore, be it ordained by the Board of Commissioners of the Town of West New York, County of Hudson, State of New Jersey, as follows:
There shall be created, and there hereby is created, the position of Purchasing Agent of the Town of West New York, in the County of Hudson.
The duties of the Purchasing Agent shall be as follows: to purchase all supplies and materials and provide for services in connection therewith, for the use of all the departments of the Town of West New York, in the County of Hudson, whenever requisitioned so to do by the respective directors of the various departments, except as otherwise provided or required by law.
Annually, following the passage of the municipal budget, the various departments through their respective directors shall certify and submit to said Purchasing Agent, an estimate of the anticipated quantity of materials and supplies and services required for the ensuing year with a statement for the requirements said supplies and materials and services must meet.
Said Purchasing Agent shall not in any manner whatsoever be connected, interested or otherwise concerned directly or in-directly, with any person, partnership, firm, corporation, association or other vendor or agent or intermediary from or through whom any purchase or contract for purchase is made by the Purchasing Agent.

The annual salary of the Purchasing Agent shall be as established by ordinance, payable in equal semimonthly installments.
