No person or persons, firm or entity acting for themselves or for any
society or organization shall conduct any activity or event at which it is
expected or anticipated that 50 or more persons will participate or attend
without first notifying the Chief of Police of the Town of West New York of
the time, date and place within the Town of West New York where the activity
or event is to take place; provided, however, that this section does not apply
to any gathering, activity, event or affair which is sponsored, organized
or operated by the Town of West New York or any of its agencies, departments
or employees.

At the same time that such notification is given to the said Chief of
Police, the person or persons giving the notice shall apply to said Chief
of Police for the assignment by him of at least one police officer to attend
and remain in attendance at the activity until the closing time thereof for
the purpose of policing the activity.
A regular policeman or a special policeman, appointed as provided in
N.J.S.A. 40A:14-146, may be designated so to attend.

The cost and expense to the town of providing the police officer for
such attendance shall be borne and paid by the sponsor of the activity, and
the person or persons applying shall be responsible for the payment by the
sponsor of said cost and expense.
The Director of the Department of Public Safety of said town shall make
and promulgate rules and regulations pertaining to and to effectuate the provisions
of this chapter. Such rules and regulations shall be filed in the office of
the Municipal Clerk.

This chapter does not apply to any gathering, activity, event or affair
which is sponsored, organized or operated by the Town of West New York or
any of its agencies, departments or employees.

Any person violating this chapter shall be punishable as provided in Chapter
1, General Provisions, Article
I.
