All persons owning, managing or controlling any multiple dwelling, as hereinafter defined, which allows, permits or suffers any tenant, occupant or employee thereof to quarter, keep or maintain any cat, dog or other domestic or wild animal, bird or fowl, in or upon the premises demised or otherwise occupied shall provide on their own private property a place, location or facility where said animal or animals may discharge their excreta and shall maintain, conduct, operate and supervise the use thereof.
Said person owning, managing or controlling said multiple dwelling, as hereinafter defined, shall maintain, conduct, operate and supervise said place, location or facility in a clean and sanitary manner.
It shall be the duty of the Health Officer to inspect said places, locations or facilities periodically and to file complaints in the West New York Municipal Court upon the failure to provide such places, locations or facilities or upon the failure to conduct, operate or supervise said places, locations or facilities in a clean and sanitary manner.
Any person who shall violate or fail to comply with any provisions of this article shall be subject to the same penalties provided for a violation of the Disorderly Persons Law of the State of New Jersey.
Each day upon which a violation shall occur shall constitute a separate offense.
As used in this article, the following terms shall have the meanings indicated:
DWELLING UNIT
Any self-contained residential unit containing at least a stove or oven and bathroom and sleeping accommodations for one or more persons.
MULTIPLE DWELLING
Any building or commonly owned tract containing three or more dwelling units.
PERSON
Any individual, corporation, partnership or other entity.
