As used in this article, the following words shall have the meanings indicated:
ANIMAL
Any living animal, including but not limited to mammals, marsupials, birds, fish, reptiles, rodents, poultry and waterfowl, whether domesticated or wild in nature.
BEACH
Any beach or beach area, whether or not same contains sand, which area is upon or contiguous to the borders of Lake Champlain and extending into and including the waters thereof which are either within the Village limits or contiguous thereto over which the Village has or does exercise control or custody or within the limits of the Town of Champlain over which the Village of Rouses Point exercises, holds or owns any incidents or rights of use or ownership, including lease rights, and over which area the Village of Rouses Point has authority, custody and control.
PARK
A park, reservation, playground, recreation area, beach, recreation center or other public area in the Village owned by or used by the Village of Rouses Point and devoted to active or passive recreation.
PERSON
Any person, firm, partnership, association, corporation, company or organization of any kind.
Animals are prohibited from and are not allowed upon any beach premises. No person shall bring onto, carry onto, entice upon or suffer to be allowed upon any beach premises any animal over which said person has any control, custody or authority or which is owned by said person.
Snorkels and swim masks and flotation devices are prohibited in the waters of the beach premises. No person shall have or use or allow to be used in or upon the waters of the Village beach premises any swimming masks or snorkels or flotation devices of any nature whatsoever.
During any hours that any park is closed, pursuant to a resolution of the Mayor and the Board of Trustees of the Village, no person shall enter upon or in or be upon or inside of or remain upon or within the boundaries of said park. Notices of the hours during which any park shall remain and be closed are to be posted upon or near said park premises affected thereby.
Any person convicted of a violation of any section of this article shall be punished, fined and sentenced pursuant to the provisions of § 1-13 of Chapter 1, Article I, of the Code of the Village of Rouses Point.

A. 
The Recreation Center Park located on Lake Street, Rouses Park located on the corner of Lake Street and Chapman Street and the land surrounding the library located on the corner of White Avenue and Lake Street in the Village of Rouses Point will be closed to the public during the hours of 12:00 midnight to 7:00 a.m. No person may enter upon these Village park lands during the hours of closing except upon special application for such use and the granting of a special permit for such use by the Village Board of Trustees.
B. 
No person may operate a motor-powered vehicle without authorization upon Village park lands, except upon designated parking areas.
Anyone found in the parks during these hours will appear in Rouses Point Village Court. Violators will be subject to a fine not to exceed $250.
