Streets and sidewalks — See Ch. 262.
A. 
No building or buildings in the City of Franklin shall be moved through the public streets or highways until the person or persons proposing to move said building shall have first filed with the Chief of Police a written plan setting forth the present location of the same, together with its dimensions, the proposed location and the estimated length of time required for moving said building. Said application shall also note such electrical wires or other public utilities as may need to be disturbed by the moving of said building and the period of time estimated for the disturbance. The applicant shall also furnish a copy of the state permit, if required.
B. 
Upon review of the application, the Chief of Police shall designate the time or times and route to be followed in the moving of such building as well as what police escort, if any, shall be required. The cost of any such escort shall be borne by the applicant.
Any damage caused by the moving of such buildings, whether to public or private property, shall be promptly reimbursed by the applicant.
