The purpose of this article is to regulate and control the transportation
and movement of certain hazardous substances within the territorial limits
of the City of Franklin for the benefit of the health, safety and welfare
of the community.
For purposes of this article, the following substances are declared
to be hazardous:
FLAMMABLE LIQUID
Any liquid having a flash point below 100° F. (37.8° C.)
and having a vapor pressure not to exceed 40 pounds per square inch absolute
[2068.6 millimeters Hg at 100° F. (37.8° C.)].
LIQUEFIED PETROLEUM GAS
Any material having a vapor pressure not exceeding that allowed for
commercial propane composed predominantly of the following hydrocarbons, either
by themselves or as mixtures: propane, propylene, butane (normal butane or
isobutane) and butylene (including isomers) and any other product commonly
known as "liquefied petroleum gas," "LP-Gas" and "LPG."
Vehicles capable of carrying more than 3,000 gallons of any substance
defined above which will be operating on a Class IV, Class V or Class VI highway
within the territorial boundaries of the City of Franklin cannot travel over
15 miles per hour.
