Except as provided herein, no person or organization shall engage in
solicitations or sales of any items or services on municipally owned property
within the City of Franklin.
Permits may be obtained from the licensing board for solicitations and
sales in designated areas within the city's parks or other land dedicated
to recreational uses within the City of Franklin. Such application shall be
upon such forms as the licensing board may deem appropriate. Concessions,
sales and solicitations may also be allowed upon property devoted to the Franklin
School Department upon such terms and conditions as may be allowed by the
Franklin School Board. No permit shall be necessary from the licensing board
for such activities as may be approved by the Franklin School Board.

All hawkers and peddlers, as defined in RSA 320:1, as amended, shall,
before doing business or soliciting or offering for sale or offering to or
performing personal services for household repairs or improvements, register
with the Chief of Police or his or her authorized representative and shall
produce for inspection his or her hawker's and peddler's license
issued by the Secretary of State.
All salespersons or hawkers and peddlers engaging in the solicitation
of money or other valuable thing in the sale of articles for bona fide religious,
benevolent and philanthropic purposes shall, before engaging
in said activity, produce for inspection a copy of the certificate of authority
issued by the Director of the Division of Welfare to the Chief of Police or
his or her authorized representative. Any local nonprofit organization wishing
to solicit shall only be required to register in advance with the Chief of
Police.
Permission for solicitation shall be granted by the Chief of Police
or his or her authorized representative for such period or periods of time
as the Chief deems fit, and such permission may be revoked for just cause
by the Chief of Police or his or her authorized representative.
