On petition or on recommendation of the Planning
Board or on its own motion, the City Council may consider amendments
which may alter, supplement or repeal the regulations and provisions
of this chapter. On amendments initiated by the Planning Board, the
Planning Board shall first hold a public hearing before presenting
the amendment to the City Council. The City Council shall refer proposed
amendments to the Planning Board for review and comment. After receiving
comment by the Planning Board, the City Council shall fix the time
and place of a public hearing on the proposed amendment or amendments
and cause notice to be given in accordance with the provisions of
RSA 675:7.
When the regulations made under the authority
hereof differ from those prescribed by statute, ordinance or other
regulations, that provision which imposes the greater restriction
or the higher standard shall govern.

If any section, clause, provision, or portion
of this chapter shall be held to be invalid or unconstitutional by
any court of competent jurisdiction, such holding shall not affect
or impair any other section, clause, provision or portion of this
chapter.
