A Length of Service Awards Program (LOSAP) is herewith created in accordance with Chapter 388 of the Laws of 1997[1] to reward members of the Volunteer Hillsdale Fire Department and Volunteer Ambulance Service for their loyal, diligent and devoted services to the residents of the Borough of Hillsdale.

A. 
The LOSAP shall provide for fixed annual contributions to a deferred-income account for each volunteer member who meets the criteria set forth below; that such contributions shall be made in accordance with a plan that shall be established by the Borough of Hillsdale pursuant to P.L. 1997, c. 388; and that such plan shall be administered in accordance with the laws of the State of New Jersey, the United States Internal Revenue Code and this chapter.
B. 
The annual LOSAP payments to the participants to be increased by the COLA (cost of living adjustment) percentage set by the DCA (Department of Community Affairs) each year for this purpose.

The LOSAP shall provide for annual contributions to each eligible member that meets the criteria commencing January 1, 2000, as follows:
A. 
Hillsdale Fire Department and Hillsdale Volunteer Ambulance Service. A year of service shall be credited under a Service Award Program for each calendar year of which an active emergency service volunteer accumulates at least 75 points.
(1) 
Year one.
(a) 
75 points: 50% of award or $300.
(b) 
100 points: 100% of award or $600.
(2) 
Year two.
(a) 
75 points: 50% of award or $425.
(b) 
100 points: 100% of award or $850.
(3) 
Year three.
(a) 
75 points: 50% of award or $575.
(b) 
100 points: 100% of award or $1,150.
The LOSAP shall not provide for any prior years of service.
The estimated cost of the program has been calculated as follows:
A. 
For regular annual services: year one: $45,000; year two: $63,750; year three: $86,250.
B. 
For contributions for prior years service: $0 per year for an estimated 0 years.
Each active volunteer member shall be credited with points for volunteer services provided to the Volunteer Hillsdale Fire Department or Volunteer Ambulance Service in accordance with the attached Schedules A and B.[1]
