There shall be appointed a Tax Collector for the Borough of
Hillsdale pursuant to N.J.S.A. 40A:9-141.

The Tax Collector shall be appointed by the Borough Council
and shall hold office for a term of four years as provided by N.J.S.A.
40A:9-142.
The Tax Collector may, after serving in office for a continuous
period of not less than five years or being reappointed upon the completion
of one full term of four years, upon filing a certificate evidencing
satisfactory completion of an approved course of instruction in the
function and duties of Tax Collectors, acquire tenure in office as
provided by N.J.S.A. 40A:9-145. The Borough Council may also grant
tenure in office to any person who shall have held the office of collector
of taxes for 10 consecutive years, as provided by N.J.S.A. 40A:9-144.
The Tax Collector shall possess all of the powers and duties
established by law which include:
A. Collecting all taxes, whether current or delinquent, assessments,
fees, rents and all other moneys due to the Borough.
B. The Tax Collector shall enter, in suitable books to be kept for that
purpose, the sums received by him or her each day for taxes with the
names of the persons on whose account the some shall have been paid,
shall keep a record and account of the finances of the Borough and
shall, within 60 days after the end of the fiscal year or when otherwise
required by the Council, make and furnish a report thereof detailing
all moneys received by him or her and disbursed therefrom and for
what purpose, from the commencement of his or her official year to
the date of his or her report or for such period as the Council may
require, and a list of delinquent taxpayers for the previous year.
The Tax Collector shall be supervised in the performance of
his or her duties by the Chief Financial Officer.
The hours of the Tax Collector and his or her office shall be
as set forth by the Borough Administrator.
