The warrant for the payment of salaries of officers and employees of
the Borough of Middlesex shall be drawn and signed and all payments and disbursements
for such salaries shall be made in the following manner: A payroll shall be
made up in duplicate by the Borough Clerk, showing the name and position of
each officer and employee of the exact sum due him for salary. The original
payroll shall be certified as correct by the Borough Clerk and delivered to
the Borough Treasurer. The Borough Clerk shall also thereupon draw a warrant
for the total amount of the payroll so delivered, which warrant shall be signed
by the Mayor, the Borough Clerk and the Borough Treasurer, and delivered to
the Borough Treasurer. The Borough Treasurer shall thereupon draw the payroll
check to the order of each person mentioned upon such payroll for the exact
amount thereon stated to be due to him, which check shall be signed by the
Treasurer, who shall thereupon deliver such checks to the Borough Clerk who
shall deliver each check to the officer and employee entitled to same. The
Clerk shall, within 48 hours after the receipt of checks, file with the Treasurer
all undelivered checks.
