In addition to the powers and duties prescribed for the Manager in the Charter Act,[1] he shall also perform and have the powers and duties in N.J.S.A. 40:69A-95.

A. 
There shall be the positions of Deputy Township Manager and Administrative Aide.
B. 
Deputy Township Manager qualifications and duties. There shall be the position of Deputy Manager, pursuant to N.J.S.A. 40:69A-90. The Deputy Township Manager shall report directly to the Township Manager and shall serve as the Township Manager in the absence of the Manager. The Deputy Manager shall be tasked with such duties as assigned by the Township Manager, and shall serve as the Primary Director for Economic Development within the Township. Specifically, such duties shall include the following:

(1) 
To serve as the Director of the Urban Enterprise Zone, and as such be responsible for the planning and administering of the functions and duties of that department as set forth in Mount Holly Code § 3-95 et seq.
(2) 
Administer any and all regional contribution funds and provide such reports as may be necessary to administer those RCAs.
(3) 
Be a member of any Township-created redevelopment committees, and act as a liaison to all such professionals involved in Township redevelopment, including Township planners, engineers, redevelopment attorneys, and Township attorneys.
(4) 
Provide reports concerning any economic development or grant opportunities which could attract local businesses to Mount Holly and report to the Township Manager and/or Council concerning any such opportunities.
(5) 
Serve as a liaison to any Mount Holly business organizations, including, but not limited to, Mount Holly Main Street, any Mount Holly business association, and so forth.
(6) 
Serve as Township Manager in the absence or incapacity of the Township Manager, and in so doing report to the Township Manager and/or Township Council as needed.
(7) 
Perform any such functions as shall be designated by the Township Manager.
C. 
Administrative Aide qualifications and duties. The Administrative Aide shall have a knowledge of the principles of administration. He shall prepare reports and studies, administer programs and projects and perform other duties under the direct supervision of the Township Manager or such other department director as assigned by the Manager.
A. 
Creation. There is hereby created the position of Secretary to the Manager.
B. 
Term. The Secretary shall hold office at the pleasure of the Manager and in no event beyond the tenure of the Manager appointing the Secretary unless again appointed by his successor.
C. 
Qualifications and duties. The Secretary shall be able to take and transcribe shorthand dictation and be a competent typist and have general stenographic and secretarial knowledge and ability and shall be generally required to act as an office manager, filing clerk and receptionist in the office of the Manager as well as secretary and stenographer to him and shall generally assist the Manager in the performance of his duties in accordance with his directions.
D. 
Additional duties. In addition to the foregoing duties, the Secretary to the Manager shall also, when so designated by resolution of the Township Council, perform the duties of Township Clerk at no additional compensation.
