There is hereby created a Department of Health, the head of which shall be the Township Manager.
There are hereby created the positions of Registrar of Vital Statistics and Deputy Registrar of Vital Statistics. The Registrar and Deputy Registrar shall perform those duties prescribed by law and other duties as assigned by the Township Manager. The Registrar and Deputy shall be appointed for a three-year term.
The Burlington County Health Officer shall be the Health Officer for the Township of Mount Holly. The Health Officer shall administer and enforce the health ordinances of the Township, the regulations of the State Public Health Council for Minimum Health Standards, the New Jersey State Sanitary Code and other relevant sections of N.J.S.A. 26:32-9.
There shall be an office of Health Coordinator, who shall provide for the coordination of health matters in the Township of Mount Holly with the County Health Officer, as aforesaid. The Local Coordinator shall plan and administer a comprehensive public health program, including environmental sanitation, communicable disease control, child and adult health, health education, laboratory services and such other services as may be authorized by state law. Upon agreement with the Burlington County Health Department, the County Public Health Coordinator may serve as the Township Health Coordinator.
A. 
Transfer of functions. All of the functions, powers and duties devolving by general law or ordinance on Local Boards of Health and Bureaus of Vital Statistics are hereby transferred to and shall be exercised by such boards, bodies or officers as may exercise the same according to law in a municipality operating under laws establishing a form of government for such municipality under which the full powers of a Local Board of Health cannot be exercised by an independent Local Board of Health as provided by N.J.S.A. 26:3-1.
B. 
Construction. Any reference in any ordinance or resolution of the Township or of its former Local Board of Health, or in any statute or other regulation, shall be taken to be a reference to the appropriate board, body or officer as may exercise the power according to law in any municipality operating under laws establishing a form of government for such municipality under which the full powers of a Local Board of Health cannot be exercised by an independent Local Board of Health appointed or designated pursuant to N.J.S.A. 26:3-1.
C. 
Certified copies and certifications.

(1) 
The fees for all certified copies and certifications of vital records that are obtained shall be $25 for the first certified copy and $10 for each additional certified copy, purchased at the time of the first certified copy.
(2) 
The fees for all certified copies and certifications of vital records that are obtained by overnight delivery which are considered to be priority returns shall be $25 for the first certified copy and $10 for each additional certified copy, purchased at the time of the first certified copy, and an additional priority processing fee of $25 at the time of this service.
D. 
The fees for all amendments made to vital records shall be $50.

E. 
The fee for food handler's permits shall be $45.
