A.
It shall be the duty of the owner or tenant of lands, or an agent thereof, whether residential, commercial, or industrial, abutting or bordering on any street, avenue, alleyway, highway, or the sidewalks that have been installed within the Township, to remove all snow and/or ice from the sidewalks adjoining properties within 12 daylight hours ("Daylight" is defined as sunrise to sunset.) after the snow and/or ice has fallen or formed. If the same shall become so compacted or hardened that it cannot be removed without damage to the pavement, the area shall be covered with sand or other material necessary to prevent persons from slipping thereon.
B.
The owners of properties commonly known as "apartment projects," "garden apartments," "townhouse projects" or any similar multifamily housing complex shall, in addition to meeting the requirements of Subsection A of this section, within 12 daylight hours ("Daylight" is defined as sunrise to sunset.) after the snow and/or ice has fallen or formed, cause all snow and/or ice to be removed from the common sidewalks, passageways, driveways, and private streets of such properties to an ample degree so as to protect the health and welfare of the residents and visitors thereof and to provide for unobstructed ingress and egress of all vehicles, including fire, police, and other emergency vehicles. Additionally, property owners shall remove all snow and/or ice to clear an area for off-street parking for persons residing within the properties.
It shall be unlawful for any owner, tenant, or agent thereof on any premises abutting any street or alleyway to throw, shovel, place, or snow-blow any ice and/or snow from a private property onto the streets, alleyways, or any other throughways of the Township.
A.
The Township of Mount Holly Police Department or the Township of Mount Holly Code Enforcement Bureau is hereby designated as the enforcement officers in connection with the regulations established under this article.
B.
All persons who fail to comply with the provisions of this article in the manner and within the time set forth shall be subject to a penalty of a fine not to exceed $1,000 or imprisonment for a term of not more than 90 days, or both.
