[Adopted 7-8-1974 by Ch. 14, Art. 1, of the 1974 Code]
All streets hereafter improved in the Borough shall be laid out, graded, built and constructed in accordance with all of the standards and specifications set forth in Chapter 195, Subdivision of Land, as amended and supplemented. These streets shall include all improvements set forth in Chapter 195, Subdivision of Land.
A.
Before the construction of any street improvement or drainage connection is commenced, plans and profiles must be submitted to and be approved by the Borough Engineer, with a deposit of 5% of the estimated cost of the work to cover incidental engineering inspection and legal fees. If the amount so deposited is in excess of the actual cost, any balance will be refunded to the depositor, but if the costs exceed the deposit, then the balance must be paid in full before the street or improvement will be accepted.[1]

Editor's Note: Amended at time of adoption of Code (see Ch. 1, General Provisions, Art. I).
B.
No construction work of any kind, other than grading, shall be carried on except in the presence of a duly authorized agent of the Borough. Any violation of this provision may cause the revocation of the permission to proceed, the reconstruction of any work done without supervision, or both, in addition to the penalties provided for in Chapter 1, General Provisions, Article III, General Penalty, of this Code.
No new street shall be accepted by the Mayor and Council which has not been improved in accordance with the standards and specifications provided for in Chapter 195, Subdivision of Land, until monuments have been placed, street signs installed and all drainage appurtenances necessary to properly drain the street installed. All such work shall be done under the supervision of and as approved by the Planning Board and the Mayor and Council.
A deed of dedication, in a form approved by the Mayor and Council, effectively dedicating a street to public use, together with a certification of title in the grantor, free and clear of all encumbrances, or a copy of a map filed in the Bergen County Clerk's office showing the street thereon as improved with satisfactory proof that the owner of the property shown on the map was the owner thereof free and clear of all encumbrances and had the right to dedicate the street by the filing of the map, must be tendered to the Mayor and Council before the Mayor and Council shall finally accept such street.
The Borough may waive the requirements of this article where the street can serve one additional house only as provided in Chapter 195, Subdivision of Land, for roads of lesser specifications.
