No person shall park a vehicle in Zinsser Plaza or Southside Plaza Parking Lots between the hours of 6:00 a.m. and 6:00 p.m., Saturdays, Sundays and legal holidays excepted, unless such person:
A. 
Is a resident of the Village of Hastings-on-Hudson; and
B. 
Possesses a permit authorizing such parking, obtained from the Village; and
C. 
Pays a fee to be determined by the Village Board by resolution and set in the fee schedule[1] to the appropriate parking meter for each two hours that the vehicle stands in said Zinsser Plaza Parking Lot; or

D.

The permit mentioned in § 282-1B shall be issued for the period from January 1 through December 31 each year.
A. 
Zinsser Plaza Parking Lot is that area of land owned by the Village of Hastings-on-Hudson bounded and described as follows: The property hereinafter described as belonging to the Village of Hastings-on-Hudson is bounded on the west by the easterly line of Southside Avenue; on the north, proceeding from west to east, by properties owned now and formerly by Jack Weiss and Paul Turowski; on the east by additional Village-owned property currently being leased to the Anaconda Wire and Cable Company; and on the south, proceeding from east to west, by properties owned now and formerly by William Orlovich and wife, Eleven Washington Avenue Hastings Corp., Nicholas Antoszyk and wife, and additional Village-owned land, with a house erected thereon, now and formerly known as the "Scott House," the land herein described to be known as "Zinsser Plaza."
B. 
Southside Plaza Parking Lot is that area of land owned by the Village of Hastings-on-Hudson bounded and described as follows: Beginning at a point on the easterly line of Southside Avenue where the same is intersected by the division line between the property hereinafter described as belonging to the Village of Hastings-on-Hudson, New York, and property now and formerly of Mary Yetnovich, and which point is south 30° 58' west 166 feet more or less from the intersection of said line of Southside Avenue with the southerly line of Spring Street if both said lines were projected in straight lines until they intersected; running thence south 65° 53' 32" east 75 feet, along the northern boundary of the land herein described; thence south 19° 37' 10" west 150 feet more or less; thence north 70° 22' 50" west 57 feet more or less; thence north 20° 44' 10" west 107 feet more or less; thence 67° 36' 2" east 56 feet more or less; thence north 30° 58' west 37 feet to point or place of beginning.

The Village police are hereby authorized to remove or provide for the removal of vehicles parked illegally on the Village parking lots described in § 282-3 to an automobile pound, garage or other area. After removal of any vehicle, the Police Department may arrange to have such vehicle stored at a tow/storage facility at the expense of the owner. The owner or other person legally entitled to the possession of such vehicle may be charged with a reasonable cost for the removal and storage, payable to the tow/storage company before the vehicle is released.

The Village Manager or his authorized representative (such designation not to be effective until filed in the office of the Village Manager) shall issue rules and regulations to implement this Part 1. This power shall be broadly and liberally construed to effectuate the purpose of this Part 1. No rule or regulation shall be effective until filed in the office of the Village Manager.
Each violation of this Part 1 shall be punished by a fine not to exceed $5. Each day on which a violation continues shall constitute a separate offense.
