It shall be unlawful for the owner or occupant of any property in the Village of Hewlett Harbor to install, maintain or use upon said property an artificial floodlight or spotlight or any other artificial lamp of more than 25 watts, whose light is focused or concentrated by an internal or external reflector or which is classified as "direct" under the standards of the International Commission on Illumination, as now in force, in such a way that by reason of its location, direction of beam or lack of screening or otherwise, such floodlight, spotlight or lamp shall project light rays across the exterior property line of said property, unless the intensity of the light emitted by said lamp, at any point on said property line, does not exceed 5% of the maximum intensity at the source.
