A. 
Procedure for separation.
(1) 
Separation from the employment of the Borough may result from voluntary resignation of the employee or by termination of the employee's services by the Mayor and Council.
(2) 
Employees who resign shall tender their resignation, in writing, to the Borough Clerk, with a copy to the department head, at least 30 days prior to the effective date of the resignation in order to provide sufficient time for appointing and training the successor.
(3) 
Upon receipt of the employee's resignation by the Borough Clerk, both the department head and Borough Administrator will separately interview the employee to determine, if possible, whether there is a reason other than that stated for the employee leaving the employ of the Borough. Any pertinent data related to the interview shall be submitted to the Borough Clerk before the effective date of the resignation.
(4) 
Termination of a permanent employee's services shall be in accordance with civil service procedure.
B. 
Accumulated leave.
(1) 
Any accumulated leave properly due an employee in the form of payment may be issued to the separated employee only after:
(a) 
A letter of resignation has been received by the Borough Clerk;
(b) 
The Mayor and Council have accepted the employee's resignation by resolution;
(c) 
The amount due the employee has been certified to by the Borough Chief Financial Officer, approved by the Chair of the Council Finance Committee and adopted by a separate resolution of the Mayor and Council, which includes a calculation of the accumulated leave payment.
(2) 
The amount due the employee shall not be issued until at least 30 days after the employee has left the employ of the Borough, and every attempt has made to issue such payment over two or more years.
