The following fees are hereby established for certain services extended and material distributed by the Police Department, to be paid by the applicant or requestor at the time each request is made:
A. 
Request in person at the Police Department for copies of all reports, including accident reports, computer entry reports, data logs, continuation reports and any other document provided by the Police Department (per N.J.S.A. 47:1A-2):
(1) 
Seventy-five cents per page for the first to the 10th page.
(2) 
Fifty cents per page for the 11th to the 20th page.
(3) 
Twenty-five cents per page for each page thereafter.
B. 
Request by mail for copies of motor vehicle accident reports (per N.J.S.A. 39:4-131):
(1) 
Five dollars per page for the first, second and third page.
(2) 
One dollar per page thereafter.
C. 
Request by mail for copies of officer reports, computer entry reports, data logs, continuation, investigation or operation reports and any other document provided by the Police Department (per N.J.S.A. 47:1A-2):
(1) 
Seventy-five cents per page for the first to the 10th page.
(2) 
Fifty cents per page for the 11th to the 20th page.
(3) 
Twenty-five cents per page for each page thereafter.
(4) 
Plus cost of actual postage and $00.25 per mailing or stationary expenses.
D. 
Request for copies of video or audio tapes: $5 per tape, plus any actual postage charges incurred, plus $2 per mailing for stationary expenses.
E. 
Requests for photographs:
(1) 
Actual reproduction of photograph: $5 per photograph.
(2) 
Digital reproduction of photograph: $3 per photograph.
(3) 
Black and white copies of photographs: As set forth in the per page itemizations found in Subsections A and B above.
(4) 
Plus cost of actual postage and $00.25 per mailing for stationary expenses, if mailing is requested.
F. 
Firearms permits (per N.J.S.A. 2C:58-3):
(1) 
Permit to purchase handgun and form of register: $2 per permit.
(2) 
Firearms purchaser's identification card: $5 per card.
G. 
Letter for citizens regarding local name search: $5 per letter.
H. 
Identification services:
(1) 
State or federal fingerprint search: $25 per request.[1]

In addition to the fees stated above, each applicant shall be charged such additional fees at the rates permitted for processing of such requests through the State Bureau of Identification, and may be required to issue separate payment payable to the State of New Jersey.

In addition to the fees stated above, all requests required to be processed through the Federal Bureau of Investigation shall include a cashier's check or money order payable to the Federal Bureau of Investigation in the amounts established by the Federal Bureau of Identification for any services to be provided by that agency.
(6) 
Initial background investigations: $50 per request shall be submitted to the Rutherford Police Department for all initial background investigation requests. Annual license renewal background checks shall not be required to pay a fee.

I. 
Providing an escort for the delivery of money or other valuable items of personal property within the confines of the Borough: $25, except that such escort services provided to Rutherford houses of worship shall be without charge.[2]

The foregoing fees shall be payable to the Borough of Rutherford. A receipt shall be issued by the Police Department for all moneys received pursuant to this chapter.

All fingerprint applications required to be processed by the Federal Bureau of Investigation shall include a cashier's check or money order payable to the Federal Bureau of Investigation for the amount established by the Federal Bureau of Investigation at the time of the submission of the applications in addition to other authorized borough fees. This fee shall be paid by the applicant.

A. 
The Borough of Rutherford's Police Department may render extra-duty services to private entities or persons, when necessary or required, upon payment by such private entity or person for all wages and administrative fees as set forth herein. Such extra-duty services may be necessary or required at construction sites, development areas, recreational or athletic events, and other activities that require police security.
B. 
The following fees shall be charged to and prepaid by private entities or persons who request or require the services of the Rutherford Police Department:
(1) 
Hourly extra-duty rate for police officers: $125 per hour.
(2) 
Daily rate for a police car: $200 per day.
(3) 
Administrative fee: $10 per hour.
C. 
Upon a request for police services, the Police Department and the Finance Department shall consult and provide an estimate of the total fees in advance of the services being rendered and shall provide a written itemized estimate to the private entity or person.
D. 
Such private entity or person shall thereafter issue payment to the Borough of Rutherford for the estimated amount which shall be maintained in an escrow trust account by the Borough Finance Department.
E. 
The Borough Finance Department shall make all proper deductions from the escrow account for actual fees and costs incurred as set forth above, as the services or fees are incurred, and shall keep an accurate accounting of all deductions from the escrow account, and shall provide an itemized expenditure report to the private entity or person upon request.
F. 
The Finance Department shall return any balance in the escrow account to the private entity or person within 30 days of the completion of services and payment for same.
