The Burgess and Town Council of the Borough of Waynesboro hereby signifies its intention and desire to organize an Authority under the provisions of the Municipality Authorities Act of 1945,[1] as amended.[2]

Editor's Note: Section 3 of Ord. No. 443 directed the proper officer of the Borough to cause a notice of the ordinance to be published one time in a newspaper published and of general circulation in the county as directed by the Act of 1945 P.L. 382, as amended; Section 4 directed the President and Secretary of Council to file the Articles of Incorporation, together with the necessary proof of publication, with the Secretary of the Commonwealth, and to do all other acts and things necessary or appropriate to effect the incorporation of the Authority; Section 6 designated the first persons to comprise the Board of the Authority, indicated the term of office of each, and stated that the terms were to commence on the date of appointment and to be computed from January 1, 1952; Section 7 repealed all inconsistent ordinances and resolutions and parts thereof; Section 8 provided that the ordinance take effect immediately upon final passage.
The Burgess, the President of Town Council and the Secretary thereof are hereby authorized and directed to execute on behalf of the Council of The Borough of Waynesboro, Articles of Incorporation for said Authority, in substantially the following form:

In compliance with the requirements of the Act of May 2, 1945, P.L. 382, known as Municipality Authorities Act of 1945, as amended, The Burgess and Town Council of the Borough of Waynesboro, Franklin County, Pennsylvania, desiring to incorporate an Authority thereunder, does hereby certify:
1.
The name of the Authority is "Waynesboro Borough Authority."
2.
Said Authority is formed under the provisions of the Act of May 2, 1945, P.L. 382, as amended.
3.
No other Authority organized under the Act of May 2, 1945, P.L. 382, as amended, or under the Act of June 28, 1935, P.L. 463, as amended, is in existence in or for the incorporating municipality, The Borough of Waynesboro.
4.
The name of the incorporating municipality is The Borough of Waynesboro, Franklin County, Pennsylvania.
5.
The names and addresses of its municipal authorities are as follows:[1]
6.
The names, addresses and terms of office of the first members of the Board of the Municipal Authority to be formed hereby are as follows:[2]

The projects which will be undertaken by the said Authority are: to acquire, hold, construct, improve, maintain, operate, own, lease, either in the capacity of lessor or lessee, sewers, sewer systems or parts thereof, sewage treatment works, including works for treating and disposing of industrial wastes and waterworks, water supply works and water distribution systems for the Borough of Waynesboro and for such other territory as it may be authorized to serve.

In compliance with requirements of the Pennsylvania Act of May 2, 1945, P.L. 382, known as the "Municipality Authorities Act of 1945," as amended and supplemented (the "Act"), and pursuant to an ordinance adopted by the municipal authorities of the Borough of Waynesboro, Franklin County, Pennsylvania, expressing the intention and desire of such municipality authorities to organize an Authority under the Act, the said municipality hereby does certify:

The name of the Authority is "Waynesboro Hospital Authority."
2.
Such Authority is formed under the Act.
3.
Waynesboro Borough Authority has been organized and is in existence under the Act and no other Authority has been organized under the Act or under the Pennsylvania Act of June 28, 1935, P.L. 463, as amended, and is in existence in or for the incorporating municipality.
