No person or persons, firm or corporation, except officers or employees of the Borough or of the Waynesboro Borough Authority, acting in their official capacity, shall tap or make any connection with any public sewer or branch thereof, in the Borough, without first having obtained a permit from the Borough Manager.

Where a property owner shall desire to make connection with any public sewer, it shall be unlawful for the Borough Manager to issue a permit for such connection until such property owner shall have paid to the Borough a sum of monies which shall be set forth in a schedule of fees which shall be adopted by resolution of the Waynesboro Borough Council, which schedule may be amended by resolution of the Waynesboro Borough Council.
The Borough Council reserves unto itself the right to refuse permits for the admission or discharge into the sewer system, of industrial or other wastes of a nature which may become injurious to the public sewer system, the sewage treatment plant, or the sewage treatment process.

Buildings shall be connected directly to the public sewer system, and no cesspool or local sewage disposal unit shall be connected to the system.

Any person or persons, firm or corporation violating any provision of this article shall, for each and every such violation, upon conviction thereof, be sentenced to pay a fine of not less than $5 nor more than $10 and costs of prosecution, and, in default of payment of such fine and costs, to imprisonment for not less than five nor more than 30 days. Provided, each day's violation of any provision of this article shall constitute a separate violation.
