The boundary limits of the Borough of Waynesboro
are hereby established as a zone in which motor vehicles may remain
standing without lights, and all streets within such boundary limits
are hereby designated as streets where motor vehicles may remain standing
without lights.
Wherever a space shall be marked off on any
street for the parking of an individual vehicle, every vehicle there
parked shall be parked within the lines bounding such space.
It shall be unlawful for any person to park
a vehicle or tractor on any alley in the Borough of Waynesboro.

It shall be unlawful for any person to park
a vehicle or tractor, or to allow the same to remain parked, at any
time between the hours of 3:00 a.m. and 6:00 a.m., Monday and Friday
on any street or portion thereof where official signs prohibit such
parking shall be erected.

No vehicle which is in excess of seven feet
in width or is in excess of 500 pounds gross weight shall be parked
within 50 feet of the intersection of any two streets within the Borough
of Waynesboro. No vehicle which is not self-propelled and which is
capable of being detached from a towing vehicle shall be parked on
any street or alley within the Borough of Waynesboro except tradesman's
vehicles that are clearly marked with the tradesman's identity
and which are temporarily parked during actual performance of work
at a premises in close proximity of where the tradesman's vehicle
is parked. A tradesman's vehicle may not be temporarily parked
for a period of more than 12 hours. For the purpose of this section,
"tradesman" shall mean any person, firm, corporation or partnership
who or which is pursuing an occupation, business or activity requiring
manual or mechanical skill. The Borough shall have the final determination
as to the meaning of the term "tradesman." Furthermore, any individual,
other than a tradesman, desiring to temporarily park a vehicle which
is not self-propelled and which is capable of being detached from
a towing vehicle on a public street may apply for a permit at the
Police Department of the Borough of Waynesboro. If the police officer
in charge determines that the temporary parking of the non-self-propelled
vehicle shall not constitute a hazard, said police officer shall upon
application issue a permit to the applicant permitting the applicant
to park the non-self-propelled vehicle in the applied for location
for a period of time not to exceed 24 hours. Said permit shall be
issued at no fee to the applicant, and shall only be issued to the
applicant a maximum of two times within a thirty-day period.

A.
Any person and/or entity violating the parking regulations of the
Borough of Waynesboro shall upon conviction of a summary offense,
pay a fine together with costs of prosecution in an amount not exceeding
the fine amounts set forth below for each violation as follows:

B.
Except as otherwise stated in this section, the amount of any fine
or the duration of imprisonment, where specifically provided for in
the Vehicle Code of Pennsylvania, 75 Pa.C.S.A. § 101, as
amended, shall be the amount the fine or the duration of imprisonment
as defined in the Vehicle Code of Pennsylvania.
C.
Any person and/or entity violating any of the parking regulations of the Borough of Waynesboro may be issued a ticket in the amount set forth in Subsection A payable within 72 hours from the date of issuance. In the event that the violator pays the ticket more than 72 hours but within 10 days from the date of issuance, the violator shall pay double the ticket amount as set forth in Subsection A. In the event that the ticket is not paid within 10 days from the date of issuance, a citation shall be filed with the Magisterial District Judge and the violator, upon conviction thereof, shall be guilty of a summary offense and sentenced to pay a fine of no more than the fine amount as set forth in Subsection A and costs of prosecution. Each day and/or each violation by the same person and/or entity shall be considered a new and separate violation. Notwithstanding the above, the police officer or authorized individual shall have the sole and absolute discretion to issue a citation without first issuing a ticket as provided for herein.
