This chapter shall be known as, and may be cited as, the "Borough of Waynesboro Zoning Ordinance of 2016."
This chapter is enacted and ordained by the Borough Council of the Borough of Waynesboro pursuant to the authority granted by the Pennsylvania Municipalities Planning Code, as amended.[1]

This chapter is intended to give effect to the vision, policies, goals and objectives set forth in the Joint Comprehensive Plan of the Borough of Waynesboro and Washington Township and is intended to promote public health, safety, and the general welfare. The goals and objectives set forth in Chapter 3 of that Joint Comprehensive Plan are adopted as if set forth in this chapter.
In interpreting and applying the provisions of this chapter, they shall be held to be the minimum requirements adopted for the promotion of the public health and safety and the general welfare of the residents and occupants of the Borough. Where the provisions of this chapter impose greater restrictions than those of any other Borough statute, ordinance or regulation, the provisions of this chapter shall take precedence. Where provisions of any other Borough, statute, ordinance or regulations impose greater restrictions than this chapter, the provisions of such other municipal statute, ordinance, or regulations shall be complied with unless otherwise stated in this chapter.
Except as hereinafter provided, no building, structure, land, or parts thereof in the Borough shall be used or occupied, erected, constructed, assembled, moved, enlarged, removed, reconstructed, or structurally altered unless in conformity with the provisions of this chapter.
In any case in which mailed notice or electronic notice, as defined in the Municipalities Planning Code,[1] is required by such code, the requirements of such code shall apply in giving such notice.
