All refuse accumulated in the Borough shall
be collected, conveyed and disposed of by the Borough of Wilson on
such days and at such times as shall be designated by Council. No
garbage or refuse will be removed from industrial or institutional
establishments or any other establishments except those as may be
approved and specified by Council. The cost of such service shall
be paid, as provided in the Schedule of Fees hereinafter set forth,
by the registered owner of the property upon which the refuse is produced,
accumulated or from which it is collected or removed.
