The position of a full-time Assistant Supervisor of the Sewer and Water Department in and for the Borough of Wanaque be and the same is hereby created and established.
Such officer shall be appointed by the Mayor with the advice and consent of the Borough Council on the basis of administrative ability, training and experience, in accordance with the Revised Statutes of New Jersey, Title 11, Civil Service. He need not be a resident of the Borough of Wanaque at the time of his appointment, but he shall become a resident thereof within six months after his appointment, and shall continue as a resident of the Borough of Wanaque throughout his period of service.
The said Assistant Supervisor of the Sewer and Water Department shall hold office for one year, commencing January 1 in the year of his appointment, and until his successor shall be qualified.
The Assistant Supervisor of the Sewer and Water Department shall devote his full time to the duties of his office, and shall hold no other office, position or employment in the Borough of Wanaque except as permitted by law.
The said Assistant Supervisor of the Sewer and Water Department shall be available at the municipal building in the Borough of Wanaque during normal business hours, and shall devote his full time to the duties of his position at the municipal building during the normal business hours, except when away on official business. In the event of an emergency, he shall be available at hours other than normal business hours, and there shall be no additional compensation for said additional time devoted to the duties of the position, unless such is specifically provided for in the Salary Ordinance of the Borough.
In full compensation for the discharge of his duties, the Assistant Supervisor of the Sewer and Water Department shall receive that annual salary fixed by the annual Salary Ordinance of the Borough of Wanaque.

The Assistant Supervisor of the Sewer and Water Department shall administer the operations of the Sewer and Water Department of the Borough in accordance with sound administrative, personnel and purchasing practices and procedures, and shall be responsible to the Mayor and Council in all matters. The Assistant Supervisor of the Sewer and Water Department shall perform all those duties on a full-time basis that were heretofore performed by the part-time Supervisor of the Sewer and Water Department, and such other duties in addition to those herein enumerated as may from time to time be assigned to him by the Mayor and Council.
All fees received by him shall be turned over immediately to the Borough Treasurer.
