Pursuant to the provisions of Section 40:55B-3 of the Revised Statutes of the State of New Jersey, a local industrial commission to be known as "The Industrial Commission of the Borough of Wanaque" is hereby created and established. Said Commission shall consist of seven members and shall be a body corporate, having all the powers and subject to all the limitations set forth in R.S. 40:55B-4 to 10.
The purposes and functions of the Industrial Commission shall be as follows:
A. 
To inquire into, survey and publicize the extent, advantages and utility of the vacant lands of the borough.
B. 
To classify such vacant lands according to their adaptability for the various types of industrial enterprises.
C. 
To study and analyze the various industries of the nation with a view to ascertaining the opportunities for the industrial expansion of the borough.
D. 
To advertise the industrial advantages and opportunities of the borough and the availability of real estate within the borough for industrial settlement, and to encourage and accomplish such settlement.
E. 
To solicit industries.
F. 
To purchase or lease the vacant lands and property in the borough.
G. 
To accomplish the sale or lease of the borough's vacant lands to industries whose settlement thereon is best calculated, in the judgment of the Commission, to advance the interests of the borough and of its citizens and inhabitants.
H. 
To acquire title to vacant land owned by the borough for the purpose of resale or lease to industries whose presence within the municipality will benefit the borough, its citizens and inhabitants.
The members of such Commission shall be appointed by the Mayor for the terms fixed pursuant to R.S. 40:55B-5. One member shall be appointed for one year, one member shall be appointed for two years, one member shall be appointed for three years, two members shall be appointed for four years and two members shall be appointed for five years. At the expiration of each of the above terms, the new member or members shall be appointed for a term of five years. Vacancies accruing for whatever cause shall be promptly filled via appointment by the Mayor for the unexpired term of such vacancy. Members shall serve for their respective terms and until their successors are appointed and qualify. The Mayor shall be ex officio a member of the Commission in accordance with R.S. 40:55B-5, as amended and supplemented.
The members and officers of the Commission shall serve without compensation, but each shall receive his actual disbursements for his expenses in performing his duties.
The Industrial Commission shall organize and elect such officers and adopt such rules and regulations as it may deem necessary for the faithful discharge of its duties and for the proper exercise of the powers conferred on said Commission, as provided for in the Revised Statutes of the State of New Jersey, and may appoint such personnel as it deems necessary and proper and shall fix and determine the wages and salaries of the personnel in accordance with Section 40:55B-6 of the Revised Statutes of the State of New Jersey.
The Commission shall make an annual written report on or before the first day of January of each year and shall transmit the same to the Mayor and Council of the Borough of Wanaque, said annual written report to contain an itemized accounting of all activities, receipts, disbursements and expenditures.
The Mayor and Council may appropriate to the Commission such sums as may be reasonably necessary to conduct the normal operations of the Commission, the Commission to be bound, nevertheless, by the limitations imposed by Section 40:55B-10 of the Revised Statutes of New Jersey.
