A. 
Where a reservation is required, the front lot line shall be considered to be coincident with the future right-of-way line, with front setbacks and any other necessary lot measurements being measured from the future right-of-way line. Where there is no requirement for a reservation for highway purposes, the front lot line shall be considered to be coincident with the existing right-of-way line. The developer or owner shall contact the Monroe County Department of Public Works, the New York State Department of Transportation or Town records to determine if a future right-of-way line has been established before a building permit will be issued by the Building Inspector.
B. 
Except as hereinafter provided or elsewhere required in this chapter, front setbacks shall be no less than 50 feet along state and county roads and no less than 35 feet along all other roads, exclusive of parking requirements.
C. 
Front setbacks for all uses in a GB, LI or GI District fronting on a state or county road shall be not less than 100 feet. No parking shall be permitted in the 50 feet nearest the state or county road.
D. 
The Planning Board of the Town of Gates or other appropriate board may require the screening of parking areas by evergreen or other suitable plantings.
