All owners or tenants of buildings in the Borough of Tarentum shall be required to register with the Secretary-Treasurer of the borough a statement of the kinds and classes of occupancy existing in any building or building owned or occupied by said person. No residential, commercial and industrial establishments may be occupied by new occupants until such time as the owner or occupant has secured an occupancy permit to be issued by the Secretary of the Borough.
A. 
The Secretary of the Borough is authorized and directed to prepare and forward to owners or occupants the necessary registration forms required to effectuate the intention of this chapter and to administer its provisions.
B. 
The application for the occupancy permit shall disclose the following information:
(1) 
Address of the premises.
(2) 
Name and address of the owner.
(3) 
Number of apartments.
(4) 
The application shall also disclose the names, occupations and employers of all occupants.

No permit for occupancy shall be issued to residential, commercial and industrial establishments until such time as the premises have been approved by the Building Inspector, Code Enforcement Officer, Zoning Officer, Fire Marshal and/or other such person as Council of the Borough may require, from time to time, without first paying the following schedule of fees for inspection:
A. 
For residential homes: as set forth from time to time by resolution of the Borough Council.
B. 
For multifamily, businesses and commercial establishments: as set forth from time to time by resolution of the Borough Council.
C. 
For industrial use: as set forth from time to time by resolution of the Borough Council.

Any owner of a building or other persons found guilty of willfully evading or violating the provisions of this chapter shall, upon conviction thereof, be subject to a fine of not more than $600 for each violation, and each day's violation shall be considered a separate offense.
