This chapter shall be known or may be cited by the title of "Environmental
Advisory Council Ordinance of the Borough of Marcus Hook."
The Environmental Advisory Council is to be advisory to and shall coordinate
its activities with elected officials, planning commissions, recreation and
park boards and other such local government agencies within the municipalities
of Marcus Hook Borough, Lower Chichester Township and Trainer Borough.
Meetings of the Council shall be held at the call of the Chairman and
at such other times as the Council shall determine. All meetings of the Council
shall be open to the public. The Council shall keep records of its meetings
and activities and shall make an annual report to be made available to the
governing bodies of the three municipalities.
The Environmental Advisory Council shall have the following powers and
duties:
A. To identify environmental problems.
B. To recommend plans and programs to the appropriate agencies
for the promotion and conservation of the natural resources and for the protection
and improvement of the quality of the environment within the area of the three
municipalities.
C. To make recommendations as to the appropriate use of
open land areas.
D. To promote a community environmental program.
E. To work cooperatively with private, commercial and industrial
entities in the area to better understand potential environmental impacts
of private sector actions and coordinate activities to minimize them.
F. To keep an index of all open areas publicly or privately
owned, including but not limited to flood-prone areas, wetlands and other
unique natural areas.
G. To advise the appropriate local government agencies in
the acquisition of property, both real and personal.
H. To undertake such environmental tasks as requested by
the governing bodies of the three municipalities.
