The International Property Maintenance Code,
2003 edition, as published by the International Code Council, is hereby
accepted, adopted and established as the Property Maintenance Code
of the Township of Mount Holly for the control of properties, buildings
and structures as herein provided, and each and all of the regulations,
provisions, penalties, conditions and terms of said International
Property Maintenance Code, 2003 edition, are hereby referred to, adopted
and made a part hereof as if fully set forth and/or set out in this
chapter, with additions, insertions, deletions and changes, if any.
A copy of the International Property Maintenance Code, 2003 edition,
is annexed hereto and made a part of this chapter.
Three copies of the International Property Maintenance
Code, 2003 edition, have been placed on file in the office of the
Township Clerk and shall remain on file there for the use of and examination
by the public.
The International Property Maintenance Code,
2003, edition, as adopted herein, is amended and supplemented as follows:
A. 101.1, Title, is supplemented to read as follows:
"These regulations shall be known as the Property Maintenance Code
of the Township of Mount Holly, hereinafter referred to as the 'Property
Maintenance Code' or 'this code.'"
B. 104.1, General, is amended to read as follows: "It
shall be the duty and responsibility of the Housing Inspector to enforce
the provisions of this code. All references in this code to the 'code
official' or 'enforcing code official' shall mean the Housing Inspector."
C. All references to the "jurisdiction" or "municipality"
shall mean the Township of Mount Holly, and all references to the
"chief executive of the jurisdiction" shall mean the Township Manager.
D. 106.4 is supplemented to read as follows: "Any person who shall violate any provisions of this code shall, upon conviction thereof, be subject to a fine of not less than $100 nor more than $1,250 or imprisonment of not more than 90 days, or both, at the discretion of the court. The court may impose a certain period of community service, in its discretion, in addition to or in lieu of the penalties set forth above, to be monitored by the Township Manager or his agent. Each day that a violation continues after due notice has been served, in accordance with the terms and provisions hereof, shall be deemed a separate violation. In addition to the penalties set forth in this section for violations, the Township shall have all the rights and remedies set forth in Chapter
1, Article IV."
E. 304.0, Exterior Structure, shall be supplemented to
include the following:

304.19 Buildings under construction: Buildings that are under construction but the construction thereof
has ceased for more than 90 days shall be secured so as to prevent
entry by unauthorized persons, and construction materials shall be
screened from public view. The partially completed structure shall
be governed by the provisions of this chapter.

F. 305.3, Interior surfaces, shall be supplemented to
include the following: "All windows exposed to public view shall be
kept clean and free of marks or foreign substances, except when necessary
in the course of changing displays. No storage of materials, stock
or inventory shall be permitted in window display areas ordinarily
exposed to public view unless such areas are first screened from the
public view by drapes, venetian blinds or other materials rendering
the windows opaque to the public view. All screening of interiors
shall be maintained in a clean and attractive manner and in a good
state of repair."
G. The following sections are hereby revised as follows:
(1) Sections 106.2, 107.1, 107.2, 107.3, 110.2 and 111
are deleted in their entirety.
(2) Section 106.3: Delete the wording "in accordance with
Section 107" in the first sentence.
(3) Section 304.14: Insert "May 1 to October 1."
(4) Section 602.3: Insert "October 1 to May 1."
(5) Section 602.4: Insert "October 1 to May 1."
(6) Section 302.4: Insert "six inches in height" at the
end of the first sentence.
