The provisions of this article imposing a time limit on parking shall not relieve any person of the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey Statute or as hereinafter provided.

A. 
No person shall park a vehicle at any time upon any of the streets or parts thereof, including parking of traffic on municipal property and Board of Education Property described in Schedule 7 (§ 184-28) of the Borough Code.

B. 
No person shall park a vehicle in a yard, outside the building footprint, unless it is in a previously approved designated driveway or parking lot.

C. 
No owners or operators of any motor vehicle shall park said motor vehicle outside the painted lines which mark out the regulated parking space on designated streets, all municipal parking lots and/or any regulated parking areas. No owner or operator shall park or stand a motor vehicle so as to block or impede the progress of any other vehicle, or access by another vehicle to a vacant parking space, or exit from a parking space occupied by another motor vehicle.

D. 
No person shall park at any time upon any of the streets or parts thereof within the designated prohibited distances as described in Schedule 3B (§ 184-24.2).

A. 
No person shall park any trailer or semitrailer upon any highway, street, alley or other public roadway unless the trailer or semitrailer is at all times while so parked attached to a vehicle capable of moving the trailer or semitrailer between the hours of 8:00 p.m. and 6:00 a.m.
B. 
No person shall park any trailer or semitrailer attached to a vehicle upon any highway, street, alley or other public roadway for a continuous period of more than 48 hours.
C. 
No person shall park a trailer or semitrailer, attached or unattached, upon any highway, street, alley or other public roadway in such a way that it impedes or blocks traffic flow.
No person shall stop or stand a vehicle upon any of the streets or parts thereof described in Schedule 8 (§ 184-29), attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule 9 (§ 184-30), at any time between the hours listed in said schedule of any day, unless otherwise indicated, upon any of the streets or parts thereof described in said schedule, attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit specified in Schedule 10 (§ 184-31), at any time between the hours listed in said schedule of any day, unless otherwise indicated, upon any of the streets or parts thereof described in said schedule, attached to and made a part of this chapter.
The locations described in Schedule 11 (§ 184-32), attached to and made a part of this chapter, are hereby designated as loading zones.
The locations described in Schedule 12 (§ 184-33), attached to and made a part of this chapter, are hereby designated as taxi stands.
The locations described in Schedule 13 (§ 184-34), attached to and made a part of this chapter, are hereby designated as bus stops.
The locations described in Schedule 14 (§ 184-35), attached to and made a part of this chapter, are hereby designated as passenger pickup and delivery zones by attended vehicles.

A. 
No person shall park a vehicle in a municipal parking lot for an overnight period without first obtaining and properly displaying, on the parked vehicle, a permit designated by the Municipal Clerk, as provided in § 184-17E.
B. 
No person shall park nor shall a permit be issued for any commercial motor vehicle, omnibus, school bus or vehicle, recreation vehicle, or any trailer as defined in N.J.S.A. 39:1-1.
C. 
Parking permits may be obtained for monthly or annual periods commencing on the date of approval of a permit application by the Municipal Clerk.
D. 
Vehicles authorized to park in a municipal parking lot by issuance of a parking permit must not remain parked for more than 72 consecutive hours, unless previously approved by the High Bridge Police Department.
E. 
Permits shall be issued on a first-come-first-served basis.
F. 
If, for emergency purposes, vehicles must be removed from the designated municipal parking lots, adequate notice will be given to the permit holder or driver and an adequate designated parking area will be provided. If, during emergencies, a permit holder or driver cannot be located, the Borough reserves the right to remove the vehicle to an adequate, designated parking area.
G. 
Fees.

(1) 
A fee of $25 shall be charged for each monthly permit (30 days).
(2) 
A fee of $100 shall be charged for each annual permit (365 days).
(3) 
Vehicles owned and operated by a governmental entity shall be exempt from all fees.
(4) 
Notwithstanding the provisions of § 184-17G(1) and (2), an annual fee of $10 shall be charged for the primary vehicle owned and operated by a senior citizen or disabled person, subject to the same income limits applicable to the senior citizen and disabled persons discount on real estate taxes.

I. 
Penalties. Any person found guilty of violation of § 184-17 shall be subject to a fine not more than $100.
