There is hereby created in the Borough of Derry, County of Westmoreland and Commonwealth of Pennsylvania, the office of Borough Manager.
While the office of Borough Manager exists for the Borough of Derry, the Council of the Borough of Derry shall, from time to time, and whenever there is a vacancy, elect by a vote of the majority of all of the members, one person to fill said office, subject to removal by the Council at any time by the vote of the majority of all of the members.
The powers and duties of the Borough Manager of the Borough of Derry shall be as follows:
A. 
To administer the policy and programs of the Borough of Derry as set forth and established by the Borough Council;
B. 
To supervise the nonprofessional employees of the Borough of Derry;
C. 
To coordinate activities between the Borough Council and the Derry Fire Department, the Planning Commission of the Borough of Derry, the Borough's engineers, and the Borough's Federal Fund Coordinator;
D. 
To attend to councilman and committee meetings of the Borough Council upon request;
E. 
To maintain proper records and accounts for all matters under the authority of the Council of the Borough of Derry;
F. 
To prepare specifications for those items that require competitive bidding;
G. 
To make those purchases as authorized by the Council of the Borough of Derry;
H. 
To prepare individually, or in conjunction with others so designated by Council, any and all applications, reports and forms required by any other governmental body or agency.[1]
