From and after the passage of this article it shall be unlawful for any person, partnership, or corporation to distribute or cause to be distributed in the Borough of Derry from house to house, or from door to door, any handbills, any advertising matter, commercial literature or any printed matter of any character whatsoever except as herein provided.

Any person, partnership or corporation who desires to distribute or cause to be distributed any handbills, advertising matter, commercial literature or any printed matter within the Borough of Derry, shall first obtain a permit therefor from the Borough Secretary for the fee of $5. Such permit shall entitle such person, partnership or corporation to distribute handbills, advertising matter, commercial literature or any printed matter within the Borough for a period of 48 hours from the date specified on the permit.
Any handbills, advertising matter, or commercial literature of any character distributed pursuant to such permit shall be placed under the door or in a receptacle provided for by the owner of the premises where the printed matter is being distributed, in such manner that the same shall not become liable to be blown away by the wind or loosely lie on porches, steps, or other parts of the premises involved, and a violation hereof shall be considered a public nuisance.

Any person, partnership or corporation who shall violate any of the provisions of this article shall, upon conviction thereof, be sentenced to pay a fine of not more than $1,000 and costs of prosecution, and, in default of payment of such fine and costs, to imprisonment for not more than 30 days.
