Sale of surplus property — See Ch. 114.
Notwithstanding the provisions of Paragraph (b) of Subdivision 2 of § 23 of the General City Law, or of any special act, local law, or ordinance, the Common Council may, by resolution approved by a vote of 2/3 of all members of the Common Council, sell or lease real property belonging to the City, which is not needed for a public purpose, to a particular purchaser for a negotiated sum determined by the Common Council to be a fair price for said property, without the necessity of competitive bidding and upon such other terms and conditions as the Common Council may deem appropriate.
As used in this chapter, the phrase "real property owned by the City" shall not include real property acquired by the City of Kingston through a foreclosure of taxes in rem, pursuant to Article 11, Title 3, of the Real Property Tax Law of the State of New York.
