In accordance with the City Charter, there shall
be a Department of Personnel, to be headed by the Director of Personnel
under the supervision of the City Manager, which shall be responsible
for all personnel matters of the City.

In addition to such powers and duties as it
may be assigned by statute, the Charter, this chapter, other legislation
or the City Manager, the Department of Personnel shall be responsible
for the following:
A. The administration of and all hiring under the Comprehensive
Employment Training Act and Work Experience Program.
B. Division of Safety and Risk Management, to be headed
by the Safety and Risk Manager.
In accordance with the Charter and this chapter,
the City Manager shall appoint and may remove the Director of Personnel.
