No person shall place or maintain any poster,
placard, sign or advertising device of any kind upon any private premises,
pole or tree or in any public place, without obtaining the written
consent of the owner of such property. If such property is owned by
the City, written consent of the head of the department having charge
of such property shall be obtained. In no case shall matter of an
offensive nature be displayed.
No person shall distribute or cause to be distributed
handbills or commercial advertising matter at buildings, houses, dwellings,
stores or other structures other than by placing the same inside screen
or storm doors, under doors or in the jambs of doors.
It shall be unlawful for any person to distribute
or cause to be distributed upon any street or sidewalk in the City
advertisements in the form of posters, handbills or advertising cards
or other devices or articles used for the purpose of commercial advertising.
This section shall not be so construed as to prevent the distribution
upon the streets and sidewalks of any leaflets, pamphlets, circulars
or dodgers which express or present the opinions, views or beliefs
of any individual or group or which solicit membership in any group
or organization.

The provisions of this chapter may be enforced
by citation, in addition to other remedies. The citation fine amount
shall be $77. The following persons have authority to issue citations
for violations pursuant to this section: City of Meriden police officer.
