This chapter shall apply to every bicycle having
at least one wheelbase exceeding 20 inches in diameter which is owned
or operated in the City, except bicycles owned or operated in the
City by transients.
All bicycles shall be registered in the Police
Department, and no person shall own or operate a bicycle within the
City unless such vehicle is registered and a registration plate or
seal attached thereto, as provided in this chapter.
Application forms and forms for certificates
of registration shall be furnished by the Police Department, and such
Department shall register all bicycles for which application is made
under the provisions of this chapter.
The application for registration of a bicycle
shall contain the name, address and age of the owner, the make of
bicycle and the manufacturer's serial number, if any.
The Police Department shall issue to the owner
of a bicycle who makes application therefor a certificate of registration,
which shall remain in effect until surrendered or suspended as hereinafter
provided. The certificate of registration shall contain the name and
address of the owner, a description of the bicycle and the registration
number assigned.
A fee of $0.50 shall be collected by the Police
Department for each registration certificate issued under this chapter.
A registration plate furnished by the Police
Department shall be attached to each registered bicycle, which plate
shall bear upon it the registration number assigned such bicycle and
the name of the City.
Upon the sale or transfer of a registered bicycle
the registrant shall remove the registration plate and surrender such
plate to the Police Department.
Every person engaged in the business of buying
or selling new or secondhand bicycles shall report all vehicles bought
or sold by him to the Police Department, giving the name and address
of the person from whom he bought the bicycle or to whom he sold the
bicycle and the number of the registration plate, if any, attached
thereto.

Any violation of the provisions of this chapter by a minor under 16 years of age shall be punished by suspension of his registration certificate and the impounding of his bicycle for a period not to exceed seven days, to be determined by the Chief of Police. Violations by any other persons shall be punishable as provided in §
1-4.
