There is hereby established a Department of
Parks and Public Works, which shall be headed by a Director of Parks
and Public Works. The Director shall be appointed and may be removed
by the City Manager. The Department of Parks and Public Works shall
have charge of the superintendence, management, maintenance, repair
and control of all the municipal buildings, streets, sidewalks, crosswalks,
gutters, facilities, City parks, open space areas and recreational
programs within said City and of the lamps and the collection, regulation
and disposal of garbage and ashes. The Department shall also have
charge of the superintendence, management, maintenance, repair and
control of all the public utilities within the City and such other
duties as may be established by the City Manager with approval of
the City Council.
A.
There shall be a City Engineer who shall be a certified
professional engineer licensed by the State of Connecticut. The City
Engineer shall be responsible for all engineering work required by
the City and for the recording and filing of all layouts, surveys
and other engineering drawings used by the City.
B.
The City Engineer shall be supervised by and report
to the Director of Parks and Public Works, provided that the City
Manager may hereinafter designate the engineering activities of the
City as a separate department headed by the City Engineer, upon approval
of the City Council by amendment hereof or as part of the annual final
approved budget.
In accordance with the Charter and this chapter,
the City Manager shall appoint and may remove the Director of Parks
and Public Works as well as all heads of divisions within the Department.
