There is hereby established a Planning Commission which shall consist of five members. All members of the Planning Commission shall be appointed in accordance with §
C3-3J of the City Charter and may be removed by the City Council. All members shall serve for terms of three years, except that of the first members appointed two shall be appointed for terms of three years, two shall be appointed for terms of two years, and one shall be appointed for a term of one year. Members appointed to the Commission to replace a member whose term has not expired shall be appointed for the unexpired term only. In addition, the City Council shall appoint, in accordance with §
C3-3J of the City Charter, and may remove three alternate members to serve for terms of three years, except that of the first members appointed one shall serve for a term of three years, one shall serve for a term of two years and one shall serve for a term of one year. An alternate member appointed as such to replace an alternate member whose term has not expired shall be appointed for the unexpired term only. Said alternate members shall have such powers and duties, shall possess such qualifications and shall be subject to such provisions as are set forth in § 8-1b of the Connecticut General Statutes.
At its April meeting the Planning Commission
shall elect from its members a Chairman, Vice Chairman and Secretary.
The Planning Commission shall meet as often
as it deems necessary pursuant to its own rules of procedure, but
no less than once a month. It shall file a monthly report of its activities
and a financial statement with the City Council.
The Planning Commission shall have such powers
and duties as are assigned to it by statute (C.G.S. §§ 8-18
to 8-30a), the Charter, this chapter or other legislation of the City
Council. It shall also study public works and plans for other municipal
improvements and make suitable recommendations with reference thereto
to the appropriate City board or commission, to the City Manager and
to the City Council.
Except where otherwise specifically provided
by statute, Charter or other legislation, a majority of the members
of the Planning Commission must be present to constitute a quorum,
and a majority vote of the total membership of the Commission is required
for action. The Commission may establish such rules of procedure as
it deems necessary, provided that no such rule shall conflict with
any other legislation.
