There is hereby established a School Building Committee to consist of 11 members who shall be appointed in accordance with § C3-3J of the City Charter and who may be removed by the City Council. One member shall be a member of the City Council and shall serve as a member of the School Building Committee at the pleasure of the City Council for a term of two years as long as he or she is a member of the City Council. One member shall be a member of the Board of Education and shall serve as a member of the School Building Committee at the pleasure of the City Council for as long as he or she is a member of the Board of Education. The remaining members shall serve for a term of three years, except that of the first members appointed, two shall serve for a term of three years, two shall serve for a term of two years, and five shall serve for a term of one year. A member appointed to the Committee to replace a member whose term has not expired shall be appointed for the unexpired term only.
At its April meeting the School Building Committee shall elect from its members a Chairman, Vice Chairman and Secretary.
The School Building Committee shall meet as often as it deems necessary pursuant to its own rules of procedure. It shall file at least an annual report of its activities and a financial statement with the City Council.
The School Building Committee shall have such powers and duties as are assigned to it by statute, the Charter, this chapter or other legislation of the City Council.
Except where otherwise specifically provided by statute, Charter or other legislation, a majority of the members of the School Building Committee must be present to constitute a quorum, and a majority vote of those members of the Committee present and voting is required for action. The Committee may establish such rules of procedure as it deems necessary, provided that no such rule shall conflict with any other legislation.
