The City of Meriden hereby adopts the hearing
procedure set forth in Connecticut General Statutes § 7-152c,
as amended.
The City Manager, as Chief Executive Officer,
shall appoint one or more persons to the position of Citation Hearing
Officer.
A citation shall be served on the appropriate
party by hand delivery, by certified mail, return receipt requested,
or by leaving at the party's usual place of abode. If a party refuses
to accept service of the citation by certified mail, record shall
be made of the same, and service may thereupon be made by regular,
first-class mail, postage prepaid.
[Amended 4-17-1997]
Any person cited with a violation of a provision
of the Code of the City of Meriden shall be allowed a period of 10
days from the date of the citation to make an uncontested payment
of the fine specified in the citation.
When a person cited with a violation contests
that citation before the Citation Hearing Officer, any employee who
is authorized by ordinance to issue the citation at issue may present
evidence on behalf of the City of Meriden, pursuant to § 7-152c(e)
of the Connecticut General Statutes.
Unless otherwise specified, each day's continuing
violation of the cited provision of the Code of the City of Meriden
is a separate offense and is subject to additional citation.
