It shall be unlawful for any person to fail
to comply with any direction of the City Council given under the provisions
of this chapter in connection with any permit issued or permission
granted by it.
No person shall lay out, order or make any new
street in the City except with the consent of the Council, and no
mains or pipes for water or sewer service shall be laid by any department
of the City in any street in the City until such consent has been
obtained.

A. Unaccepted streets that need minor corrections that
cannot be accomplished due to seasonal weather conditions shall be
accepted on a conditional acceptance basis in order to have adequate
services supplied to the residents. The requirements for conditional
acceptance are as follows:
(1) Conditions which must be corrected must be listed
in detail and corrections necessary.
(2) Such conditions shall be corrected by the developer
within six months of conditional acceptance, unless other time limits
are so noted in the original conditional acceptance.
(3) Prior to conditional acceptance a cash bond shall
be posted with the Division of Planning to cover the costs of correcting
the conditions above by the Department of Public Works if this action
becomes necessary. The amount of bond necessary shall be set by the
Engineering Division of the Department of Public Works and the Division
of Planning. The Division of Planning shall notify the City Council
that such bond has been posted prior to submission of a conditional
acceptance recommendation to the Council.
B. Final acceptance of a street by the City Council shall
not be made until all conditions above have been corrected to the
satisfaction of the Planning Commission and the Department of Public
Works.
Every space of 20 feet frontage upon the streets
of the City shall be a lot for the purpose of numbering. The numbering
shall be done upon the following plan, the even numbers to be assigned
to the left side and the odd numbers to the right side of every street:
A. Main Street, commencing at Colony Street and running
westerly to the City limits, shall be West Main Street, and the numbering
shall commence from Colony Street. Main Street, commencing at Colony
Street and running easterly to the City limits, shall be East Main
Street, and the numbering shall commence from Colony Street.
B. Broad Street shall be numbered from the south limits
of the City northerly to the north limits thereof.
C. North Colony Street shall be numbered northerly to
the City limits.
D. South Colony Street shall be numbered southerly to
the City limits.
E. All streets east of North Colony Street and South
Colony Street running easterly shall be so numbered, commencing at
the western terminus.
F. All streets west of North Colony Street and South
Colony Street running westerly shall be so numbered, commencing at
the eastern terminus.
G. All streets north of East Main Street and West Main
Street running northerly shall be so numbered, commencing at the southern
terminus.
H. All streets south of East Main Street and West Main
Street running southerly shall be so numbered, commencing at the northern
terminus.

No person shall place or set out in any street
or sidewalk of the City any tree, bush or shrub without first obtaining
the consent of the Department of Public Works.

Whenever any tree along any street or sidewalk
abutting on any premises in the City becomes diseased or decayed or
in any way dangerous to persons using such street or sidewalk, the
owner of such premises shall cause such tree to be made safe by trimming
or removing the same within 48 hours after notice so to do has been
given by the Department of Public Works. If any person fails or neglects
to comply with such an order, the Department of Public Works shall
trim or remove such tree, and the expense thereof shall be chargeable
to the person to whom such order was directed and collectible by the
City in the same manner that other debts due the City are collected.
It shall be unlawful for any person to injure
any tree, shrub or other vegetation planted on the streets or sidewalks
of the City.

A. No person shall write or print upon a sidewalk in
the City without the permission of the City Council. The Council may
revoke any permission given under this section at any time.
B. The provisions of this section may be enforced by
citation, in addition to other remedies. The citation fine amount
shall be $77. The following persons have authority to issue citations
for violations pursuant to this section: City of Meriden police officer.
It shall be unlawful for any person to deposit
or cast in or upon any street, sidewalk or public place in the City
any wire, nails, glass, tin or other thing liable to injure persons
or property.
It shall be unlawful for any person to make
or cause to be made any fire upon any permanent pavement in the City.
It shall be unlawful for three or more persons
to stand together or near one another upon any street or sidewalk
in the City in such manner as to obstruct the free passage of traffic
thereon.
