It shall be unlawful for any person to commit any act which violates the provisions of this Code or of any ordinance or rule or regulation promulgated thereunder relating to the obstruction of the streets and sidewalks of the City or the interruption of free passage along the same or to aid, advise, abet or encourage the commission of any such act. Any such act shall be deemed malicious if repeated or continued after the person committing such act has been forbidden to repeat or continue the same.

The provisions of §§ 180-25 and 180-26 may be enforced by citation, in addition to other remedies. The citation fine amount shall be $77. The following persons have authority to issue citations for violations pursuant to this section: City of Meriden police officer.
Every executive or police officer of the City shall have authority to keep the streets and sidewalks of the City open and free of obstruction and to require all persons unlawfully obstructing such streets and sidewalks to desist therefrom whenever the act of obstruction is done in view of such officer.
Whenever anything unlawfully placed or kept on any street or sidewalk in the City is removed by any department or officer of the City, the expense of such removal shall be chargeable to the person causing such obstruction and shall be collectible by the City in the same manner that other debts due the City are collected, provided that, where practicable, such person has been given reasonable notice and a reasonable time within which to remove such obstruction.

A. 
It shall be unlawful for any person to place or maintain any article or merchandise or wares or any case, box or container therefor or any packing boxes upon any street or sidewalk in the City, except for the purpose of transit or delivery and for such time and in such manner as shall be reasonably necessary for such purpose.
B. 
The provisions of this section may be enforced by citation, in addition to other remedies. The citation fine amount shall be $77. The following persons have authority to issue citations for violations pursuant to this section: City of Meriden police officer.

A. 
No building or other structure shall be moved through any street in the City without a permit so to do issued by the Engineering Division. The Division shall prescribe in writing the terms and manner of moving buildings through the streets. Any person desiring a permit to move a building shall sign a written guaranty before receiving such permit agreeing to pay all expenses that may necessarily be incurred by the City in protecting the wires or poles of the fire alarm telegraph system from injury to which they may be exposed by such removal and to pay for all damage to the pavement of the streets and sidewalks to the satisfaction of the Engineering Division. Such number and kinds of lights as the Engineering Division shall direct shall be placed on such building each night during the process of removal.
B. 
The provisions of this section may be enforced by citation, in addition to other remedies. The citation fine amount shall be $77. The following persons have authority to issue citations for violations pursuant to this section: City of Meriden police officer and/or City Engineer.

A. 
The Department of Public Works shall prescribe in writing the terms and manner of occupation of streets and sidewalks in front of buildings in process of construction or repair with building materials or in any other manner.
B. 
No person shall place or cause to be placed on any street or sidewalk in the City any obstruction of earth, stone, lumber, metal or other materials without a permit from the Department so to do. All such materials, if left on the streets or sidewalks overnight, shall be lighted as specified by the Department.
C. 
The owner of every lot upon which any building is being erected, if such building is located upon the line of any street or within eight feet thereof, shall, until the cellarway and doors thereof are completed, either keep such premises securely fenced from the street or maintain in front thereof at night such number and kinds of lights as the Department shall direct.

It shall be unlawful for any person to erect or maintain or cause to be erected or maintained upon any street or sidewalk in the City any permanent building, erection, fence, gate or other obstruction or to erect or maintain any temporary building or other structure without a permit from the Department of Public Works so to do.
No person shall permit any gate or door belonging to premises owned, occupied or controlled by him to swing into, over or on any street or sidewalk in the City.

All telegraph, telephone and electric light and power wires, together with the poles and supports upon which the same have been erected, shall be under the superintendence, regulation and control of the Department of Public Works, and the City Council may make such rules and regulations and issue such orders with reference to the manner of locating and erecting such poles and wires as it shall deem best for public convenience and safety. Whenever the City Council shall take any action under this section it shall notify in writing the manager of the corporation owning and controlling the poles and wires with reference to which such action is taken, and, if any order or regulation is not promptly complied with, the Council may take down and remove the poles and wires to which such order or regulation relates and may refuse to permit the same to be again erected except in compliance therewith.

No person shall place or maintain any awning over any part of any street or sidewalk in the City unless he has obtained a permit from the Department of Public Works so to do. No such awning shall be erected unless the same is securely fastened and the lowest part thereof is at least seven feet above the sidewalk, and no part of any such awning shall extend beyond the outer sidewalk line. Any permit granted under this section shall be revocable by the Department.
No person shall place, suspend or maintain any sign of any type across, over, on or beside any sidewalk or street in the City without the permission of the Department of Public Works. The permission authorized by this section shall be revocable, and it shall be unlawful for any person to fail to remove any sign for which such permission is given within 24 hours after receiving written notice from the Department so to do.

No person shall suspend or display any flag or banner made of cloth or canvas over or on any sidewalk or street in the City without permission from the Department of Public Works so to do. The Department may revoke such permission at any time.
